Now that Tarrlok has emerged as a full-blown antagonist, I suspect that he is actually Amon pulling some political strings (sort of a Palpatine thing). He hints to a mysterious past, reacts violently to Korra accusing him of “being just like Amon,” and in confronting Korra, triggers her visions/memories of Aang, which also happened when she confronted Amon.
